Overview
The Basic Law of Governance (Arabic: النظام الأساسي للحكم) was issued by royal decree in 1992. It defines the system of government of Saudi Arabia and the rights and duties of the state and its citizens.
Content
The law states that the Kingdom is a sovereign Arab Islamic state, that the religion is Islam, that the constitution is the Qur'an and the Sunnah, and that the system of government is a monarchy. It provides for the Council of Ministers and the Shura Council.
Significance
The Basic Law is the closest document to a constitution in Saudi Arabia and is a foundational text of the modern state. It was issued alongside the Law of the Shura Council and the Law of the Provinces.
